The Joint Quality Review Committee (JQRC) was established as an independent quality assurance body by the Heads of Universities Committee (HUCOM) in 2005. Its mandate is to enhance and rationalize stringent quality assurance processes and to promote good practices of Self-financed Sub-degree programmes, including Associate Degree and Higher Diploma programmes offered by the UGC-funded institutions.
I am honoured to be elected as the fourth Chairman of the Board of Directors of JQRC. In the past few years, JQRC has contributed to monitoring and enhancing quality assurance of the Self-financed Sub-degree Programme Units of its member institutions. This would not have been successful without close cooperation with the institutions, and the tireless efforts of colleagues including my predecessors on the Board and the Academic Council.
The two major achievements of JQRC are completing one cycle of Institutional Reviews of the institutional and programme arrangements and QA processes for programmes at each of the institutions, and vetting over 2,500 programmes submitted for upload onto the Qualifications Register (QR). In this connection, I would like to express my sincere appreciation to the hard work of the Academic Council and its members from UGC and non UGC-funded institutions, and professional and community sectors.
JQRC fully understands the challenges faced by the Self-financed Sub-degree sector, such as the rising expectation of the public and the declining student population. These inevitably would intensify the keen competitions among the sub-degree providers. JQRC will strive to work closely with member institutions to ensure that the quality of programmes is upheld despite these challenges.
I strongly believe that JQRC shares the same vision in the pursuit of quality with member institutions and that our cooperation will continue to enhance quality in the sector.
